This really bothers me too. Unfortunately, I don't think there's the will to do anything about it.
If you have a dog that can kill/seriously injure a person or another dog you are taking on as much responsibility as owning a gun. Not putting the dog on a leash is wilful negligence. Sadly, when something does happen, if there's any response at all, they end up just putting down the violent dog. I say punish the owners.
Your dangerous dog not on leash and 1) Your dog kills a person, you are charged with murder 2) Your dog seriously injures a person, you are charged with attempted murder 3) Your dog kills/injures another dog, you are charged with animal cruelty.
Sadly, this wont happen. So if it's a Sunday afternoon and some Pitbull massacres your Chihuahua right in front of you, the owner may very well look at you, shrug their shoulders, and say "you shouldn't have had such a wimpy dog" and walk away.

If people are suicidal or just stupid can they be that elsewhere, not at the lion's enclosure? Since I went to Vienna, I visited the zoo again. These lionesses were not looking at me. They were looking at a little snack. In the area with bars, you're supposed to stay behind this barrier that's 1.5m to 2m away from the bars. Well, some idiots had let their little kid go underneath and get within some 30cm of the bars. There's no way the lionesses could grab something from the other side of the bars, their enormous paws can't fit through, but their predator instincts sure looked triggered. And, you know, I wouldn't want the cats to get harmed because some imbecile didn't keep the distance.

This goes beyond idiocy but here is what actually happens when people do shit like this. Right from the Zoo I used to live 5 minutes from. This happened a couple years back. My full name has a hyphen in it.
Something that Blue Air acknowledged when they sent me my flight confirmation email two months ago.
Today, I went on their website to check in for tomorrow's early morning flight.
At the first step, I had the flight I'm supposed to take. With a checkbox in front of it. Which I needed to check to confirm that yeah, this is the flight I'm taking!
Underneath, my name. Just like in the email, with a hyphen. And a checkbox in front, which I needed to check before I could move on to the next step.
Except that when moving on to the next step, their stupid system automatically removes the hyphen from my name and then tells me I owe them 80 euro for the name change.
Excuse me, but what?!
Their website says I can check in for free at the airport, so I'll do that.
